Responding to Mediacom's Petition asking the FCC to declare all "non-reciprocal" and "asymmetric" pole attachment indemnity clauses unjust and unreasonable, utilities and attachers faced-off in an initial round of Comments at the FCC.  Keller and Heckman filed comments on behalf of Pepco Holdings, Inc. and Xcel Energy supporting a utility's right to protect itself from damages caused by the presence of attachers on their poles.
